Special Assistant on National Assembly Matters (Senate) to President Muhammadu Buhari, Senator Ita Enang has said there is no plan by the federal government or the All Progressives Congress to reintroduce the abrogated on-shore/off-shore dichotomy as insinuated by a section of the media.
“No suggestion has been made for the abrogation of this Act. At no point has it been recommended for the onshore-offshore dichotomy to be re-introduced or enforced, and the Federal Government is not doing so at this moment”, Enang stated.
In the last few weeks there were reports that the All Progressives Congress’ restructuring committee led by Governor of Kaduna State, Nasir El-rufai had included reintroduction of onshore offshore dichotomy as one of its recommendations.
Senator Enang in a statement last weekend said there was no such recommendation in the report.
Citing the report, the SSA said it instead recommended state control of resources and payment of tax to federal government.
“For the avoidance of doubt, pages 18, 19 & 21, Volume 1 of Report of the APC Committee on True Federalism, Recommends as follows: ‘To promote the unity of the country and ensure that states are more financially empowered to deliver services to their residents, as well as ensure no one feels disadvantaged’.
“The committee recommends that the federal government should expeditiously review current derivation formula to reflect areas of national consensus which are adoption of ‘state control of resources and pay Tax to FG’, upward review of the current formula in favour of states and adoption of similar derivation formula in favour of solid minerals and power generation”.
The President’s aide said the El-rufai’s committee recommended upward review of the current derivation formular in favour of solid minerals and hydro-power.
“The committee in response to popular opinion recommends an upward review of the current derivation formula and adoption of the said formula in favour of solid minerals and hydro power. This recommendation will entail the amendment of section 162(2) of the Constitution.
“Based on the response received and other findings, the Committee recommends an upward review of the current revenue sharing formula in favour of the states. This is in view and taking cognizance of the proposed control of resources by the States and the devolution of powers from the Federal Government to the states”, Enang’s statement reads.
It was reported last week that the Akwa Ibom State House of Assembly led by her Speaker, Barr. Onofiok Luke appealed to Oil Mineral Producing Landlords Association of Nigeria (OMPALAN) during the association’s annual meeting in Etinan, Akwa Ibom State, to prevail on the federal government to avoid revisiting the abrogated onshore/ offshore dichotomy.
